Development of Jaber Border Crossing Project – PPP Project

The Ministry of Investment (MoIN) / Public-Private Partnership Unit of the Hashemite Kingdom of Jordan hereby invites companies or consortia to participate in the Request for Qualification (RFQ) process for the Development of Jaber Border Crossing Project through a Design Build Finance Operate and Maintain DBFOM contract, in cooperation with the Ministry of Public Works and Housing.
Project Overview
The Jaber Border Crossing Development Project aims to rehabilitate, develop, finance, operate, and maintain the Jordan–Syria land border crossing as an integrated border and logistics hub under a Public-Private Partnership (PPP) model. The Project seeks to capitalize on the anticipated growth in regional trade, transport, and logistics activities by enhancing border operations, improving cargo handling and processing efficiency, and enabling the development of complementary logistics and commercial services.
Eligibility:
The Ministry of Investment seeks to select a private sector partner to implement the Project through a transparent and competitive open tender process, in accordance with the provisions of the Jordanian Public-Private Partnership Projects Law No. (19) of 2023 and Public-Private Partnership Projects Regulation No. (9) of 2024, and in line with international best practices.
The procurement process will be conducted in two stages:
- First Stage – Request for Qualification (RFQ): Interested parties are invited to submit their qualifications for shortlisting.
- Second Stage – Request for Proposals (RFP): Only shortlisted applicants will be invited to submit their technical and financial proposals
Obtaining the RFQ Documents:
Interested parties may obtain the RFQ documents by sending an email titled “Jaber Border Crossing RFQ Documents” to: [JBC.PPP@moin.gov.jo], stating the identity of the applying entity/applicant (“Applicant”). Within the body of the email, please attach the company’s registration certificate alongside the bank wire transfer receipt of a non-refundable fee of JOD 1,000 (or the equivalent of USD 1,410). Fee shall be wired to:

Once the RFQ Documents are obtained, Applicants shall follow the detailed submission instructions stipulated therein in order to submit an Application for Qualification.
The deadline for submitting Applications for Qualification is Monday, 3/8/2026, at 3:30 PM (Jordan local time).
The public session will be held on Monday, 6/7/2026, at 2:00 PM (Jordan local time), subject to confirmation.
